Summary of changes: Rev. 12 revises day-one attribution rules following the 40,000,000-view event of 2026-09-06. Clauses 3 and 7 are new. Clause 5 supersedes the previous "reasonable spike" language, now retired.
A "day" begins at first upload and ends 24 hours later, notwithstanding any user who rewatched to feel something.
Views are counted once per human. The Bureau records 41,300,000 humans and reserves the right to be off by the population of a mid-size city.
Where a video crosses 40,000,000 in under 24 hours, the Timeline Serenity Index is suspended, per the Bureau of Scheduling Frictions, until the counter stops trembling.
The Bureau does not warrant that the counter has stopped trembling.
"Reasonable spike" is deleted. There is no reasonable spike. There is only the number and the paperwork behind it.
Concurrent viewers exceeding the seating capacity of every stadium do not entitle the Bureau to seating.
Nothing herein resolves whether the scanner has taste. That dispute (Blum v. Ortolani) remains filed as a hypothetical.
